Uyen (pronounced “Win”) Dinh serves as the Vice President of Government Relations and Strategy at BlackSky Global, LLC, an AI/ML analytics company.

Previously, Uyen served as the Deputy Assistant Secretary for Legislative Affairs at the Department of Homeland Security. With over two decades of experience in national security and intelligence community programs and policies, the Congressional legislative process, and the executive branch planning and decision making process; Uyen’s unique skill set leverages her federal government experience with private sector insights.

In the business sector, Uyen spent a decade leading her own strategic consulting company, Win Strategies, LLC; after having served as Vice President for Government Relations for GeoEye, Inc. a New Space company. Her background includes national and military intelligence, space based ISR, satellite payloads, space launch systems, cybersecurity, and homeland security issues such as emergency preparedness and disaster relief, customs and border enforcement, maritime security, combating human trafficking, transportation security, and humanitarian issues.

Before her private industry experience, Uyen served as majority counsel to the House Permanent Select Committee on Intelligence (HPSCI), the House Armed Services Committee (HASC), the Committee on Government Reform and Oversight, and the Office of Rep. Tom Davis (R-VA) specializing in national security, defense and intelligence issues.

In addition, Uyen served as executive producer and host of Our Generasian, a local cable talk show focusing on Asian-American issues in the mid 1990's in the Washington, DC metro area.

Uyen taught at the Dwight D. Eisenhower School for National Security and Resource Strategy (formerly the Industrial College of the Armed Forces) and continues to guest lecture at the U.S Army War College.

Born in Saigon, Viet Nam, Uyen immigrated with her family to the United States in 1975. She graduated from James Madison University and from the Catholic University of America’s Columbus School of Law. Uyen is a member of the Virginia State Bar.
