Accomplished government relations professional and lawyer with a reputation for taking initiative and driving change within multiple organizations – large and small. Developing  positive relationships with stakeholders at all levels within an organization and strategic partners to advance policy objectives, and fund and reauthorize key government agencies with a mission of promoting technological innovation, public health, and economic growth.

Career Highlights:

  • Served in Congress as a legislative attorney on a wide variety of committee issues such as high tech, international trade, capital markets, banking, housing finance, and international finance. Represented the committee at international meetings of the World Trade Organization, Export Import Bank, and Asian Development Bank to support the US financial industry and positions related to economic development. 

  • Current member of the National Institute of Lobbying and Ethics (NILE) Diversity  and Inclusion Taskforce,  H Street Group,  and fully credentialed government relations professional by American League of Lobbyists.  Previously served as a strategic leader and advisor on  various Asian Pacific American legal and non-legal groups such as a Peer Reviewer for the National Academy of Engineering on activities to support alignment of Industry and Academia for the benefit of engineering students. co-chair of the ABA’s subcommittee on Corporate Aspects of Information Technology (cybersecurity), ABA Business Law Ambassador,  Co-founder of the Women’s High Tech Coalition, Asian Pacific America Bar Association-DC’s Vice President, Washington Export Council Board Member, Board Member of the Conference of Asian Pacific American Leadership (CAPAL),  Board Member of the Organization of Chinese Americans - Young Professionals, and public policy mentor for the graduate of the American Society for Mechanical Engineers’ (ASME) Washington Internships for Students of Engineering.

  • Key member in founding of BWXT’s Washington, DC office on Capitol Hill and leveraging its technical expertise to increase its political footprint at the federal and state levels.  Political action committee fundraiser developing BWXT’s PAC programming from inception and executing GSK’s PAC Ambassador program starting with zero Ambassadors to 200 in two years. Managing all recruitment, training, development, and compliance with corporate ethical guidelines and political laws. Significantly raised the profile for political engagement and government relations operations among executives and rank and file employees.

  • Formulated, justified, and executed multi-million dollar appropriations funding working as an advocate for a range of Fortune 500 companies and globally recognized nonprofits in the healthcare, defense, information technology, science, and education space.

  • Represented clients in the federal and Virginia court systems as a general practitioner and guardian ad litem for children in Juvenile and Domestic court. Contributed pro bono services to Virginia’s indigent community to protect their interests.

Ellen has a BA in Economics from the College of William and Mary and  a J.D. from the T.C. Williams School of Law at the University of Richmond.  She also studied abroad at Taiwan Normal University’s Mandarin Training Center and was valedictorian of her graduating class at William Fleming High School.
